What Chuck says plus:  Set the valves at .006.  I would just do a general tune 
up.  New plugs, points, condensor, set timing (per Chuck), set new plugs at 
.024, set points at .016, adjust carbs, and you should be good to go.  If that 
doesn't make it run right then start looking for problems.  If it sat for that 
long you may have gunked up fuel in fuel lines, filter, fuel pump and/or carb.

Don't overlook the Dist.cap and plug wires.The point gap can also cause 
backfire and bad running.
  If memory serves me correctly The single mark on the pulley is tdc the 
second 7.5degrees and the third is 10 degrees.Time it at 10 static and leave 
it alone.
  If you can adjust the valves they aren't dropped or stuck.Look for a 
problem somewhere else.
