I wonder if it would be possible to use the sheet metal and misc parts from a H20 cooled SA bus and convert a US bus using those parts and an engine from a US H20 cooled VW? Everything emissions wise would be US spec and the safety bits would still be under the regs of the original bus? If this is the case it needs to be brought into compliance, exported or destroyed. As far a plate changing, I would hope most agents at a border check point would recognize a Mexican/Brazilian vehicle and not confuse them with a 30+ yr old US vehicle. I think it would be easier to have a foreign driver take it across with foreign plates.
