How do you tell if a driver uses the clutch or brake.  Guess you could watch 
for brake lights, but then a lot of old busses brake lights don't work anyway, 
and the first thing some would do is disconnect the brake light switch if they 
did work.  I don't see how you could officiate brakes and clutches.

In the slow drags at Jerome once you start moving you are only allowed
to touch the accelerator. No brake or clutch.
