Sounds like the MC to me. My 67 bus MC just went out-no fluid anywhere. The 67 only MC is almost $400, BUT you can get an adapter to mount a 71 and up to it. I made one, 1/4" thick, the same outer dimensions and bolt holes as an exhaust gasket with a bit larger center hole. It was easy as pie to install. If your reservoir is bad you can order an entire kit.

If everything else has been replaced (and I assume that you checked all of the new parts!) Then the only thing left would be the master cylinder. If the bore is seriously pitted, new seals won't do any good. I used to own a '60 MGA, and had the master cylinder re-bored and sleeved with a Rockwell 40 stainless steel sleeve. The master cylinder outlasted the rest of the car!

New wheel cylinders, hoses, shoes and steel lines.  I was wondering if the seals failed or dried out if the fluid could squeeze by enough to give you some flow but not enough to give you pressure.

Okay, so I'm on the home stretch on my '67 Westy and was bleeding the brakes.  No matter how much brake fluid I ran through the system, I could not build up any pressure at all.  Fluid was moving, just wouldn't get any pressure on the brakes.  I think he shoes are adjusted fine, a little drag and e-brake works fine.
Does this sound like the master cylinder is dead?  The brakes sorta worked 15 months ago when I pushed it in the garage but nothing now. 

Any advice is welcome.
