  just hooked up the cables the way you suggested AND hooked up another set to 
my Westy with the key off (12 volts) it turns over freely until I turn the key 
off but no go on the starting thing. So I assume I have 2 distinct problems, 
starter not getting what it needs and the carb not getting what it needs. Right?
  I think it's time to look at the fuel pump.

  Check your ground strap. Test by using a set of jumper cables with good
  strong clamps. Run from battery negative to something solid on the
  transaxle and other cable from transaxle to frame.
