Ok, a quick bit of research and now I know what a "Hoover" bit is.  Never heard 
it called that before.  Just an oil cooler bracket.  You should be able to get 
one at Black Gold, Bug Stop or Qaualitat, all in the DFW area.

Man; I looked at the pictures; even blew it up, and I still don't know what it 
is.  I do know what a "doghouse" is for a VW but I've never seen anything that 
looks like that.  What does it do or what is it for?

It is also know as the doghouse sealing frame or tin.
