Hi,

It is certainly not true.  Voice Over is working on the iPhone, and does a
pretty good job. But I would say the spec on the phone itself is pretty
poor, and the interface sounds clumsy to me.

I don't think that is true but I have also heard that there is built in 
speech on the iPhone.
