White Cane events highlight rights of blind By Sylvia Young Special to the Chronicle The White Cane Crossing event was held on Oct. 13 and the Mayor's Proclamation was given on Oct. 15 to increase public awareness of the rights and safety of people who are blind and visually impaired in our community. The Tallahassee Chapter of the National Federation of the Blind (NFB) was engaged in a campaign to increase public awareness about the White Cane Safety Law, F.S. 316-1301. Members of Tallahassee National Federation of the Blind and other advocates for White Cane Safety did participate in the reading of a White Cane Proclamation that was delivered by Mayor John Marks on Oct. 15, 1 p.m. at City Hall. "The white cane is a useful tool for millions of people with vision loss as they navigate their environments with safety, independence, and confidence. The white cane has three basic purposes: provide information about one's travel path, give added safety to avoid accident, and offer general identification to the sighted public (especially helpful at street crossings or crowded areas." The White Cane Safety Law was created to recognize the importance of the White Cane as a tool of independence for persons who are blind and visually impaired. This law originated from the Oct. 6, 1964 HR 753, a joint resolution of the Congress; authorizing the President of the United States to proclaim Oct. 15 of each year as "White Cane Safety Day." President Lyndon Johnson was the first to make this proclamation.
