Hi Darla,
The legislature here in Florida cannot steal from the pension fund because
it's not theirs any longer. they set it up as an independent entity, the
Florida Retirement system, run by an independent board of governors, and
they pay them, just as they would pay any service provider, our contribution
each month.
Now, if the FRS invested it really badly (as did happen in Orange county
California), and they couldn't afford to pay us in the future because of
that, the state is obligated to us to come up with the shortfall, and who's
to say at such a time whether they could or not, so nothing's guaranteed;
but as far as stealing from the fund, it's not possible is my understanding.

Id be welling to say your pensions aren't as safe as you think they are.
For years, the government of Missouri has been stealing from the blind
pension fund; getting the pension back on track just passed its first
hurdle--hopefully the last hurdle--but an appeal very well may take place.
