Here are 2 of my favorite employment quotes:

his calling, never fails of employment."
 - Thomas Jefferson


"Far and away the best prize that life offers is the chance to work hard
at work worth doing."
 - Theodore Roosevelt

so, for the grant proposal, how about:

A man who qualifies himself well for his calling, never fails of
employment: Implementing Thomas Jefferson's philosophy in employment
skills for the blind



or, just substitute Roosevelt's quote and name if you happen to like it
better.
