you know, it's not about numbers; regardless of how many people are
effected, equal access is the law, and it has to be obeyed regardless of
whether you can show only a few will be adversely effected or not.

picture some post civil rights issue occurring, say locating polling
places only in predominantly white neighborhoods for example, and then
officials saying it was ok because a relatively small number of black
people voted in the last election, and thus this would only
inconvenience a small number of people!  utterly ridiculous, and we all
know it.  

Mr. Garrison needs to be made to understand that this is also a civil
right he's talking about dismissing "because it only effects about a
dozen people".
