Job Description

The Florida Developmental Disabilities Council (FDDC) is seeking a
full-time Employment Program Manager based in Tallahassee, to plan,
manage and implement initiatives for the Council's goals in Employment.
Candidates with experiences in working with individuals with
developmental disabilities in the employment arena and knowledgeable
about the DD system are preferred.

Employment Program Manager

 

The primary responsibility of this position is the planning, program
management, contract management, development, implementation, and
monitoring of council initiatives in the employment area. This position
reports to the Deputy Director of Program Planning.  

 

Job duties include:

*         Planning, developing, implementing, and monitoring the
Council's Employment Task Force projects. This includes all aspects of
the project development and implementation process, including but not
limited to the following: 

o   Researching and developing project ideas/proposals 

o   Presenting the task force projects to the council for approval;

o   Developing and administering the Request for Proposal and Invitation
to Negotiate process; 

o   Negotiating the specific requirements of the contracts; 

o   Preparing the contracts;

o   Ensuring the contracts meet the standard and minimum programmatic
requirements; 

o   Ensuring that the task force's expectations are adequately
understood and captured in the contracts;

o   Serving as liaison between the council and contract providers; 

o   Providing technical assistance to providers to facilitate
accomplishment of task force's intended outcomes; 

o   Monitoring the implementation of the contracts for compliance; 

o   Reviewing, assessing, and processing deliverables;

o   Initiating necessary action in response to implementation problems
or non-compliance with contract requirements; and 

o   Documenting actions relative to the contracts.

 

*         Staffing the Employment Task Force and assisting the task
force in its required functions which include, but are not limited to
the following: 

o   Advising the task force relative to council policy, DD Act
requirements, and employment ; 

o   Facilitating the development and revision of state plan goals and
objectives; 

o   Researching and developing initiatives to implement the state plan
goals and objectives;

o   Maintaining the task force budget to ensure funds are properly
expended; 

o   Facilitating the allocation and utilization of task force funds to
meet the council's obligation and liquidation schedule; 

o   Facilitating the institutionalization and utilization of task force
projects and outcomes; 

o   Coordinating the task force monitoring and reviews of projects; 

o   Scheduling and planning task force meetings in collaboration with
the task force chair; and 

o   Maintaining the necessary documentation of task force decisions. 

 

*       Staying current in the areas of employment, including research,
practice, and policy.
*       Representing the council at meetings with state and local
agencies to coordinate interagency planning and promote the council's
goals and positions relative to employment of individuals with
developmental disabilities.
*       Analyzing project information and prepares the employment
related components of the 5-year state plan, revisions to the state
plan, and the annual program performance review report.
*       Supervising the staff assistant responsible for supporting the
Employment Program Manager, if the person in this position has the
longest span of service with the council of the three positions
supported by the staff assistant. This supervisory role is conducted in
collaboration with the other two positions supported by the staff
assistant.  
*       Managing other council initiatives as assigned.  
*       Performing other related duties as assigned. 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

*       Knowledge of general employment issues and, in particular, those
issues relating to individuals with developmental disabilities.
*       Knowledge of the various national/state/local organizations that
address developmental disability issues.
*       Ability to review and evaluate plans, programs, and budgetary
reports.
*       Ability to establish and maintain effective working
relationships with others. 
*       Ability to plan, organize, coordinate, and complete multiple
work assignments in a timely manner.
*       Ability to communicate effectively verbally and in writing in a
clear, concise and effective manner.
*       Ability to accurately analyze situations that relate to
employment, particularly employment of individuals with developmental
disabilities, and present proposed courses of action. 
*       Ability to coordinate and conduct meetings.
*       Ability to work independently with limited supervision.

 

MINIMUM QUALIFICATIONS

 

*       A Bachelor's Degree and four years of professional experience in
health, social, disability, or rehabilitation services required.
*       A Master's Degree may substitute for one year of the required
experience.
