Right, Chip, but perhaps I don't understand biomass plants, but I thought they could generate usable energy (methane).

We'd all like more jobs; however, I think you mentioned a really important point: government is a much better employer of the disabled (I believe), than private industry (that wasn't exactly your point I know, but it's a related point). If we all do things to bring in more jobs from private industry, I'm not so sure the disabled community would benefit. Of course, Tallahassee and surrounds would benefit, so that benefits us.
