As far as buildings being ADA compliant, if they were built before 1990, I 
think they don't have to be ADA compliant, but have to make reasonable 
accommodations as needed.

well, new construction, you're right'; the building etc. is supposed to be
ADA ready.  Older buildings though, I don't think they have to unless they
have an employee with such a need, and they employ more than a minimum
number of people.

As for say hiring a blind person who may need special equipment, yes, the
law says they are not supposed to consider that when making their hiring
decisions.  Daniel may be right in saying that some do; but I sort of doubt
it.  Those who commit to hiring the disabled usually are the ones who
believe it's the right thing to do, and I believe they would bear the cost
of special equipment.
