That's not low at all; when someone flaunts how rude they can be, and how they 
won't follow the list rules, it's standard practice to place their posts on 
moderation (where each post is reviewed before being posted).  He is not 
prevented from participating.

Most lists don't even allow list policy questions such as this to be discussed 
on list, but I think it's important for people to understand that at a minimum, 
if we disagree, we have to do so politely and professionally.
