Synopsis: This lecture is about the contribution the Reagan-Nixon generation
makes to the issue of the New Deal Commerce Clause. The moral of the story: it
couldn't walk the walk. The conservatives tried to write their own chapter into
the story (once again), but eventually backed away, leaving the federal
government with the effect of a general-welfare power.
