Recently, David Weinberger pointed to a

elaborated on a theme he's been presenting for some time: companies need to
stop thinking about public relations as the function that shelters the
company and buffs its outward-facing veneer, and should instead think of
that function as a way to build better public relationships. David describes
the two kinds as Spinners and Connectors.

I couldn't agree more, and
