I may be a bit late replying to this one.
To re dial or return a call, I select the call history option in the phone
app and call the required number from there.
I don't know of any keyboard shortcut to do this.

Well that depends how you want to look at it. If you are using an Bluetooth
headset! Most Bluetooth headsets! You can just press the Answer/Hang-up
button twice quickly to call back the last person you called.
Now if you are talking about the last number that called you! Then the
answer would be NO.
You may want to just try pressing the call button on the phone twice and see
what happens. It may do what you want.
For the most part, I use a Bluetooth headset with my phones.
