What you suggest here is how I use punctuation on my Nokia.
Yes, I still use my Nokia with Talks to make calls and texts sometimes as it is
small enough to fit in my pocket, not like these oversized smart phones!

Depending on the firmware; You may need to press the number 1 fewer or more
times to get the underscore. This really needs to be redesigned. The need to
put the Symbols on a long press of the Star button and then allow an person
the option to use the normal arrow pad to arrow up/down/left/right to get to
the symbol that they want and then press Select/OK to select it. This would
made it faster and more reliable to get to the symbol you want. The could even
have the first line of symbols maybe the last 6 you used on that screen. Doing
that away, they could even keep the old way as well for those people who like
it.
If you are using the voice dictation button; You can say things like
QuestionMark, Comma, Underscore etc... if you want them.
