Navigate to voice 2 with Alt+Shift+UpArrow or Alt+Shift+DownArrow.

Navigate to the first slurred note and press Ctrl+F9

Navigate to the last slurred note and press Shift+F9.

You now have a passage with the correct range but you need to filter the
selection so that it only contains the notes in the voice you want to add
the slur to.

To keeyp the voice 1 notes press Ctrl+Alt+Shift+1.
To keeyp the voice 2 notes press Ctrl+Alt+Shift+2.
To keeyp the voice 3 notes press Ctrl+Alt+Shift+2
To keeyp the voice 4 notes press Ctrl+Alt+Shift+2To keeyp the voice 2 notes
press Ctrl+Alt+Shift+4.

Now press S to add the slur.

Nili,

I think you should first create a new empty staff and then select and filter
the entire range of voice 2, cut and paste onto the empty staff. Then you
can work on it independently.
