I think that if you go to the engraving rules in the styles menu and work on
notes, you may be able to force them to have a fixed distance between them.
At least a fixed minimum distance. I don't know if you'd be able to set a
different spacing for 8th notes, vs. 16th notes, etc. But that may be the
place to look.
Have you scanned through the Sibelius User Manual for something like "fixed
note spacing"?

Hi everybody
I want to write rhythmic exercises for my pupils and have Sibelius not take
care of note spacing rules. Sounds strange this sentence, so here a
description just as example (measures indicated are just for the purpose of
explaination):
I want to have quarter notes always written in a distance of 16 MM and stay
at 16 MM, no matter how many eights notes or sixteenths notes are written.
or eights notes in a distance of 8 mm no matter how many sixteenths notes
are written. In other words: I would like, that the distances between notes
expresses something about the rhythmic duration and this in the same way for
the whole exercise. I hope, that I could explain this right. I there a way
with Sib-access to control this. I know, that sited people do this by
adjusting barlines and note spacing with the mouse.
