You might try doing it by using the Make Layout Uniform command.  You'll ned
sighted assistance to find out whether this worked.

Hi everybody
I want to write rhythmic exercises for my pupils and have Sibelius not take
care of note spacing rules. Sounds strange this sentence, so here a
description just as example (measures indicated are just for the purpose of
explaination): 
I want to have quarter notes always written in a distance of 16 MM and stay
at 16 MM, no matter how many eights notes or sixteenths notes are written.
or eights notes in a distance of 8 mm no matter how many sixteenths notes
are written. In other words: I would like, that the distances between notes
expresses something about the rhythmic duration and this in the same way for
the whole exercise. I hope, that I could explain this right. I there a way
with Sib-access to control this. I know, that sited people do this by
adjusting barlines and note spacing with the mouse. Many thanks for an
