No.  The answer was found in the Sibelius Help.  To create a cautionary
accidental, select the note and then choose the add parins from the fifth
keypad accessed with F12.  this is located on the numpad enter.

I think you can create it from the create menu. Either that, or invoke the 
command to insert a key signature, and then click something that indicates 
it to be a cautionary accidental. I know I've seen it somewhere.
