You don't extract parts in Sibelius 4 and forward.   You use Dynamic Parts.
When you are on a staff that you want to see as a part, press w.

Great, thanks so much for that.  I knew it was something simple.  One other 
question, does anyone know where the extract parts option has gone to?  It 
used to be under the file menu, but I can't seem to locate it.  Thanks again
