In the case I mentioned, I inquired of the orchestrater who told me that he had attached the chords below the upper stafff instead of above the lower staff. That's certainly something to consider. If, for example the author decided to shift all the chord symbols slightly to the right they could have selected them as a group and then, as you suggest moved them all a bit to one side and therefore moved them out of the usual capture range of the mouse drag-and-drop. Good detective work. The guy who prepared the score wrote them below the treble clef staff of a piano part instead of above the bass clef of the same. The net effect is to put the chord symbols between staves but not where I expected them. That said, I still have a problem. If I go to bar 2 of the score in the right hand staff and shift tab, I go to the last chord symbol in bar 1 of the part, not the first chord symbol of bar 2 of the part. And, I can only read the chords in bar 1 before being put back on the bar rest in bar 2. I still need a recipe for putting myself on the first chord of a bar and, from there, being able to continue through all the chords of the part. Still don't know how to do that.
