Hey dan, I wonder, are there plugins that let you play back things like
Scoops, Falls, Doits, Trills, and other jazzy articulations?

Well, the bar will only contain a bar rest, so yes, it will be inserting
silence.
If you mean, "will adding a pick-up bar replace the first bar with silence"
the answer is no. The pick-up bar is inserted and the rest of the music
slides to the right to make room for it. So, no music is lost and the score
will now be one bar longer. It's what some people call a "ripple edit".

I could be wrong, but wouldn't inserting pickup bars be like inserting

There's a plug-in on the Sibelius sight which might help.
Go to:
http://www.sibelius.com/download/plugins/index.html?versionname=&category=6
Find the level 2 heading "Add Pickup Bar".
Download the zip file, unzip it, and copy the file to your Sibelius plug-ins
folder.
C:\Documents and Settings\(User Name)\Application Data\Sibelius
Software\Sibelius 5\Plugins\

But the idea is that she wants the new bars to be starting at the very
beginning, not after bar 1. Your method, if I undersand it creates bars 2
