Dave,
The best thing to do is increase the bottom staff margin.
In case you didn't know, there are two sets of margins. The page margins
determine the border of everything on the page and the staff margins
determine how far into the page the staves themselves are drawn.
Unfortunately, JAWS doesn't do a very good job of reading out the names of
each edit box, but you're looking for the edit box which comes immediately
before the < and > buttons.
Don't press the < and > buttons. These control the preview pain which shows
what the score will look like and JAWS gets a bit stroppy when you try using
them.
There will probably not be a < button because the preview pain will be on
the first page so just keep tabbing until you get to the > button and then
shift tab once.
Now try putting a larger number into this edit box. This will, hopefully,
push the bottom staff up a little.
For what it's worth, I wouldn't try pushing the copyright further down the
page because you will be pushing it past the bottom margin; never a good
idea.

Sorry for the unintentional use of "crash". No it's just as you suspect, the
copyright is overwriting the verse 2 lyrics.
So if the score looks well-balanced with 8 staves, but overwrites the
copyright, then you suggest I put in a page break at the end of system 7?
That seems simple enough, but wouldn't Sibelius then try to spread out the 7
systems down the page to the bottom margin and again overwrite?
Seems like I need a "buffer" space above the copyright (or below the verse 2
lyrics to ensure there's enough space. Any ideas as to what I could insert?

Dave,
When you say "it crashes", do you mean that the plug-in editor opens with
some plug-in code, or that a message box opens with a warning message of
some kind.
As for the copyright text. It's aligned to the bottom margin of the page, so
there might not be much room for it to be moved downwards. Better to try and
stop the lyrics going down that far. How about a page break to stop too many
staves appearing on the first page? Of course, you'll need sighted
assistance to tell you what works.

Hope someone has guidance.
I have a score with single staves, and two lines of lyrics, both below the
staff.
Also a copyright system item attached to the first bar.
Problem is that the copyright is always overlapping the lyrics on the
bottom-most staff.
I use the plug-in "make layout uniform" to balance the staves on the first
page, and it doesn't matter whether I choose 7 or 8 staves on the first
page; it still crashes.
I've tried all the layout menu adjustments and they don't help.
I notice in the text styles dialog that the copyright is place at the bottom
edge, 0 mm away. Is this a place where I can force the copyright to print
lower, by changing the value from 0 to either a positive or negative number?
Or is there something else I should be adjusting to move that copyright down
a bit?
