Try opening the action menu, and arrow down to Find. IIF that is unavailable then you need to make sure you're in the keystroke list, and not in the file list. So that means you don't have a hotkey linked to your desktop with Ctrl+F1 as the key. How about looking at your JAWS keyboard manager? To search all possible key combinations, you need to open the options menu in the keyboard manager and select key filter. Then find a radio button Key Assignments All. then select okay. Then open the options menu again and select file filter and select show shared file and again press okay. That will ensure that you are searching through all key combinations in all scripts. Then Ctrl+f and press the key Ctrl+f1 and tab to okay. If that key combination is anywhere in a JAWS script, it should show up. Good luck. These kind of shortcuts can override JAWS keystrokes so it's best to try and identify what the software is that's opening and change its shortcut. Once you know what the software is, select the start menu or control panel option that launches it, press ApplicationsKey, choose properties from the popup menu, and then use the dialog that opens to remove the keystroke.
