Dan, Actually, the situation varies from tune to tune. I don't know how his keyboards are laid out concerning which axe has which sound. I'm not going to assume that the player has split either of his boards. I'm going to think in terms of the player having one keyboard always set to strings with the other with E Bass and Choir set close enough together that he can footswitch or punch in what he needs at the start of each song, but not have to send a patch change in mid-song. As it turns out, in the song I just finished, I simply put a technique to switch to Choir in mid-song. I'm assuming he'll just move to the keyboard he needs. When that happens. It sounds like you have two keyboards. Keyboard 1 is set to a string patch and keyboard 2 is split with an electric bass on the lower half and choir Ahs on the upper half. If I've got this write then I'd simply add two keyboard grand staves. One for keyboard 1 and the other for keyboard 2. Use the top staff of keyboard 2 for the choir Ahs and the bottom staff of keyboard 2 for the electric bass. I know that this means having the choir Ahs below the strings but it makes it much easier for the player to work out which part of which keyboard they should be playing. If you're worried about wasting space on the page, just select the keyboard 2 staves from start to end and choose layout > hide empty staves. This will ensure that the keyboard 2 staves will only appear when there is music on them to be played.
