Any tool that correctly parses TS 2.0 will parse TS 1.1, but not the 
other way around.  If you have a current version of HSPICE then 2.0 
format should not be a problem.  Your problem may have nothing to do 
with the data formatting in your S parameter file.  I'd get on the phone 
with your local Synopsys FAE and send him:  the directive from your 
source deck, the S parameter file, and the error message(s).
