G represents real loss through the dielectric.  In order to be causal, G 
must be frequency dependent.

Any of the higher end tools extract RLGC versus frequency. Most if not 
all the higher end tools directly extract from Cadence or Mentor format 
PCB files.  I do not know of any tools that extract from Gerbers.  
Gerber format does not natively include any net list information.
