David,
First, as Fred said there's more to it than meets the eye.  Second, I don't
think you can get there from here with a 3.3V technology.  If you are
digital, that would require an ~ 30 ps risetime (10GBs).  I don't know of
any single-ended 3.3V technology that can do that.
There's a book list that periodically appears on SI list of all of the
good/great books on the subject.  You could parse the list archives to find
them.  I'll start you with a couple of the most often quoted:
Signal Integrity-Simplified, Eric Bogatin, and High-Speed Digital Design,
Howard Johnson.
