FYI, I forgot to mention that I have seen actual parts where the Clock
inputs had totally different switching thresholds (and required different
input levels) than most of the other input pins.

One in particular had TTL-compatible input levels on most pins, but required
full 5V rail-to-rail levels on the CLK input pins.  Very different input
thresholds.
