Hey Jon has the right statement: "matching physical length is NOT the
same as matching electrical length", It's a mute point if your not
compensating for the package delays and the differential delays in the
connector's pin paths. 
Also keep in mind that many of the package delays may also be absent
from the IBIS files so a simulation may fool you as well.

When I see these rules to match within 10 mils (or n mils) I wonder who 
much matching is really required in the electrical sims (or other 
assumptions). Because I don't believe that matching physical length is 
the same as matching electrical length. And the router only does 
physical length. So the question is, "how close is electrical length to 
physical length". I would be very suprized if the accuracy can be 
expected to be better than the line width (call it 5 mils).

So, if we are just making a "easy to understand" rule. Fine.
But if it is a necessary rule. Not fine.
