That is a pretty loose spec. I believe DSL links are speced at about 1e-7 or thereabouts. If he can live with a degraded BER then maybe the DSL chip solution could work... (or not). Not sure how fast the BER will fall off as link loss increases without doing the numbers or looking at a waterfall curve.
