The orignal signal may be:
To extract S-paramters in a package, which stack up is Top/gnd/vcc/bottom. 
For one signal trace walk from top to bottom, the port on top layer should 
refer gnd layer, 
the other port on bottom layer will refer vcc layer. 
There are not VCC bypass capacitors on this packge file.

Should the port on bottom layer set the refererence to gnd signal also?
