The main board of the XBox is housed in a shielded enclosure. Most PC housings have so many significant seams and apertures that it is difficult to classify them as shielded enclosures. These enclosures capture stray electric fields, but do not prevent re-radiation at enclosure resonances. This is also true for most automotive and consumer electronics. Well designed metal enclosures can make a significant difference in radiated emission and immunity levels, but there are many examples of PCs and peripherals that are designed well enough that they do not require a metal housing.
