No. Propagation delay might mean the silicon delay of a buffer. Or it might mean the apparent wire delay from one IC output pin to an input pin. Or a combination of both. Or something else. There are several ways to specify wire or net propagation delay, and you can get a negative number depending on how it is done. But the flight time of the electromagnetic signal is always positive.
