Ma, The N4000-13 raw material (core and b-stage) is actually cheaper than IS620. I can't see the manufacturing process being significantly different. There may be a premium charge associated with the IS620 project because it may be relatively new to the PCB manufacturer and therefore they may be incorporating projected yield loss. Or, as others have mentioned, you may have mistaken the N4000-13 Si with the standard -13.
