I would have said that Hyperlynx is a low-end tool as well, although I understand that it's come a long way in the last few years. I'm most familiar with SpecctraQuest, and I highly recommend it. It's my impression that ICX is comparable in every way. SpecctraQuest is particularly recommended if you are using Allegro for board design, since there is no translation procedure required for moving the board database into SpecctraQuest in that case.
