The input thresholds guarantee a high at the input voltage above a certain
voltage threshold, and a low below a certain voltage threshold.  The design
of the silicon input stage is up to each individual vendor.  But he can only
say that is component is PCI compliant if his input trip point is between
the two thresholds.

Just curious - How are the two different input voltage treshold levels =
managed in the chip when it's 3.3V and 5V compatible? Does the pin have =
actually two input cells?
