Ed, I like the feedback proposal, but I think more formality will be needed 
to deal with several possible sticking points

1) Means to prevent a flood of questionable simulation / measurement 
results from novices overwhelming any stds committee.
2) Means to resolve conflicting reports on results
3) Means to resolve problems found in the specifications when simulated / 
tested

I think that the control issues are probably best handled if the respective 
committees build-in a validation process.  That will cost real money, 
whether donated time and facilities by committee member(s), or contracted 
outside.  And it may run square into the face of various members attempting 
to retain technical advantage.  So while it may require more cash from 
members, use of independent facilities to validate standards feasibility 
makes the most sense to me.
