Since you sent this to the PCI list too (but apparently not the
CompactPCI list) ...

In the PCI interface, TRST# is active-low.  The PCI specification
requires you to bus and pull TRST# down on the system board, with a ~5K
resistor, if JTAG is not used.  This would hold the on-card boundary
scan logic in a reset state.  Then it can be driven high by ICT when you
want to use it.
