Processors that require an external clock to feed an internal PLL will
have specific limits to spread spectrum input clock parameters
(modulation range, % spread) and they should be stated in the processor
designer's guide since the requirements are processor dependent.  Any
PLL input with a tight jitter specification will likely prohibit use of
spread spectrum clocking.
