[SI-LIST] Split voltage planes

Greetings Experts:

I am working on a simple 2-layer PCB design with a single ground and 2 voltage 
supplies. I was wondering if there would be any negative side effects if I do a 
ground pour on the bottom and 2 different supply pours on the top. This board 
has level shifting, so the voltage planes would be on the respective sides of 
the level shifters. I have concerns that this could act like a dipole antenna. 
Maximum frequency is 40 MHz.
