Hi, Pat:
The intrinsic reason of the skin depth is that the EM field dumps during 
penetrating the metal. So, we may calculate the depth in this way:
1. Calculate the skin depth of first layer,  then calculate how much did EM 
field attenuate after it pass through the first layer.
2. Then calculate that how much can the EM field  go deep into the second 
layer, it depends on that the field attenuate to the same level as ingorable.

Consider a copper wire with 10 mils in diameter. If the wire is surrounded
by a layer of, say 1 mil thick, of cover material which has a conductivity
between conductor and non-conductor, therefore at certain frequency the
current is partly in the cover material and partly in the Cu (Two extremes
cases are the cover is of plastics and Cu). Any thoughts on an analytical
solution in skin depth calculation ?
