Yiran,  it seems the best answers for your questions will probably come 
from TSMC, or other intended supplier.  They will have similar situations 
with all of their customers and should be able to point you at solutions 
that are compatible with their process.  There are other techniques than 
just throwing raw capacitance at the problem, but some of them are patented 
and require a license.
