Andrew,

To my best understanding +0.3/-0.3 overhots from rail voltage is really
a dc spec., at least the designers in our group consider it in this way.
I believe nowadays no I/O designers would not consider the real world
transient when they work out the pad designs.  I am not a product
engineer, but I think the problem may lie in the cost of testing when in
mass production if an ac transient is specified in the data sheet.
