[SI-LIST] SSTL doubts

Hi all,
This is with reference to the JEDEC standard No. 8-9B of SSTL_2 interface.
On Table4, I could see terms like Vtt (WC)  and VTT(min) & VTT(max). 
For finding the maximum on resistance of driver, it uses Vtt(WC). 
I want to know, why we can't take VTT(min) as that may be realistic as 
Vtt is what connected as termination voltage.
It specifies, for o/p high drive,
Vtt (WC) = Vref(max) - 40mV. 
Vtt(min) = Vref(min) - 40mV.

The same is applicable for o/p low drive also.
Could anyone clarify this.
