I worked as a power supply engineer several years ago for a company that =
used
gate arrays.

During the design phase of their hand held device, a new revision of gate=
 array
would not start properly, and caused the power supply to shut down =
immediately.
However, when the battery option was used, the system would work fine.

It turned out there was a mistake in the reset programming in the new =
revision
gate array that caused all the totem-pole outputs to conduct at turn-on, =
putting
a short across the bus.  The power supply reacted to the over-current =
condition,
while the battery would 'ride though' the surge.

I suggest you carefully review the manufacturers's recommendations for =
reset
programming, and the specification for startup current before you change =
voltage
regulators.
